I attended the Redistricting meeting on Tuesday March 1, 2011 in room 10 of the State Office Building. The committee took testimony from representatives of League of Minnesota cities, and Minnesota Association of County Officers. As a citizen I enjoyed hearing rational non party politics discussion throughout the meeting. Real concern to produce the best districts based on reason and not political power grabs. I did hope to make a few minute presentations during the testimony but time was passing and I noticed folks wanted to leave. For now I will make the comments in this communication, and perhaps if the committee holds public comment meeting in the future I will participate. The people of Minnesota are watching actions in St. Paul this year. The level of intolerance for political pandering, power positioning by the non party affiliated voters in Minnesota is huge; the 20% to 30% of voters who actually decided who was elected in 2010. This group is in no mode for politics as usual, they voted in 2010 but not necessarily visual in St. Paul protesting or lobbying in some form; they just vote. I became very concerned with the underling tone of all the conversations during the meeting over the courts. It appeared everyone was fearful of the courts possible involvement in the redistricting process and ultimately making the boundary lines. I am reminding every redistricting committee member that our state constitution is the supreme rule of law in the state, dictating the general will of "We the People". In the case of redistricting Article 4 Section 3, clearly places ALL issues of redistricting in the Legislatures power and NONE in the courts. "...the legislature shall have the power to prescribe the bounds of congressional and legislative districts." "We the People" of Minnesota expect our legislators fulfill their oath of office by compliance to the Constitution including responsibility for redistricting; stand up, take courage, lead together, and keep party politics out of the process. The authority for redistricting is in your control not the courts. Should a court interrupt the Legislative and Constitutional process by attempting to create boundaries; "We the People" expect the legislature comply with other portions of our state Constitution and remove such judges for unconstitutional actions against "We the People". The process of legislative redistricting is clearly "We the People" constitutional demand, and we expect no less action by government entities including the courts staying out of the redistricting activity.
